Scooters and electric bicycles are already part of the routine for thousands of Portuguese.
From 20 June 2025, their use gained a new rule: with the entry into force of Decree-Law 26/2025, the motor insurance scheme was extended to some micromobility vehicles.

The big question is: does your scooter or bicycle need insurance?

The answer is simple: insurance is only compulsory if your micromobility vehicle exceeds certain technical limits defined by law, particularly in terms of speed and weight.

This means that the obligation to have insurance applies to equipment that:

• Exceed 25 kilometres per hour;
• Or weigh more than 25kg and can walk at more than 14 km/h.

The confusion and fines you can avoid

Although the law is clear, its dissemination has caused some confusion.
A ANSR (National Road Safety Authority) clarified that most of the most common scooters and electric bicycles we see in cities are still exempt.

However, the ASF (Insurance and Pension Funds Supervisory Authority) pointed out that many more powerful devices - especially those bought online - may be subject to this new obligation.

If your vehicle fits these characteristics and you're driving without insurance, you're taking a risk:

• Fines of up to 3,500 euros;
• The seizure of the vehicle;
• The obligation to pay out of your own pocket for any damage you may cause in the event of an accident.

The easiest way to find out if your vehicle needs insurance is to look at the manual or technical data sheet, checking the weight and maximum speed.
